Parents and residents warn against locating detention center near Hereford Park schools and playgrounds

Several Rowlett residents told council Feb. 3 that placing a detention facility or justice center at Hereford Park would be inappropriate because of its proximity to elementary schools, youth recreation and family amenities.
Brandon Mila, a Garland ISD teacher, said the proposed facility site would be about 600 feet from an elementary school and 400 feet from nearby homes, and called it an unnecessary risk. Andrea Mila (self-identified) said voters approved park improvements in 2023 and did not vote to convert parkland into a detention center: "Nobody voted for a jail at that location," she said. Parents and coaches described how children use the hockey rink and dog park and urged the council to prioritize those amenities and deliver the splash pad and other items funded by the 2023 bond.
Speakers asked the council to pause and show alternative sites considered for municipal facilities, to respect the bond language and to quantify how bond proceeds would be used if the park designation changes.
