The Rowlett Planning and Zoning Commission voted unanimously to approve the preliminary plat for Vista North Shore, a 35.314-acre property situated at the north corner of Harmony Lane and Merritt Road and recorded as part of multiple survey abstracts in Dallas County. Staff described the ownership and legal description and said required fees and staff comments had been addressed.
"The 35.314 acre property is located on the North Corner of Harmony Lane and Merritt Drive, addressed as 3910 Merritt Road," staff noted during the consent-agenda presentation. Commissioners discussed state standards and confirmed the plat met approval definitions; Commissioner Pollard observed the matter had previously been considered by the city council and that the technical standards were satisfied.
The plat was moved, seconded and approved by a 7–0 hand vote. The staff record lists the applicant/representatives (Jeffrey Dolan, Kimberly Horn & Associates) and owner (9310 Merritt Road Owner LLC). The approval advances the project toward final platting and later site development steps under the city's form‑based urban neighborhood district.
