Residents tell Rowlett commission a neighbor's unpermitted structure creates fire and water risks

Denise Frolette and Hassan Oujui addressed the Rowlett Planning and Zoning Commission during citizen input to say a structure at 6602 Warwick Drive creates immediate life-safety and property problems and that code enforcement has failed to remedy the situation. Frolette said the structure both violates setback requirements and creates a fire hazard.

"A firewall built behind an attached bridal structure is a total failure of logic on a 0 setback property," Frolette said, arguing the plastic elements will melt and form a lethal fire bridge to adjacent homes. She told commissioners the problem is not a neighbor dispute but an enforcement issue and asked that the noncompliant structure be abated and removed to stop ongoing damage and restore safety.

Hassan Oujui reiterated that the issue is code enforcement, not a personal dispute, and alleged the city permitted the structure despite it being built without permits. Oujui cited provisions of the Rowlett development code and a referenced ESR-2280 report and said the new concrete slab changed drainage patterns, causing continuous water trespass and undermining foundations. "This 2026 square foot concrete slab has destroyed the natural drainage of our land," he said, urging removal of the noncompliant work.

Commissioners did not take action during citizen input; the commission's rules noted that no action can be taken during that period. The statements were recorded for the record and may be directed to code enforcement or legal staff for follow-up.
