The Rowlett City Council voted to approve a tree-removal permit for an approximately 2.0-acre parcel within a 7.78-acre tract at 2700 Lakeview Parkway, allowing the removal of 17 protected trees totaling about 250 caliper inches to make way for a proposed 12,900-square-foot commercial building.
Liliana Morejon, planner II, told council the Rowlett development code requires council approval when more than three protected trees are removed and outlined mitigation options; staff recorded that Planning & Zoning recommended denial by a 0–7 vote. The applicant told council it plans to plant 55 new trees on-site and also offered to pay a mitigation fee into the city's tree reforestation fund. "The applicant is proposing to pay a fee of $30,417.50 as a mitigation into the tree reforestation fund," Morejon said during the presentation.
Councilmember Patrick Bridal moved to approve a resolution narrowed to the two-acre site and asked staff to attach an exhibit identifying the parcel; the motion was seconded by Mr. Shoop and the record states the item "carries unanimously." The resolution, as approved, requires the mitigation payment and preserves trees outside the approved phase. Council members asked staff and the applicant to ensure adequate irrigation for replacement trees so the new canopy survives.
