Council refers Flower Farm microbusiness at 1698 Main St. to planning commission, schedules October public hearing

Carol introduced a council special-permit referral for Flower Farm to operate a cannabis microbusiness at 1698 Main Street in Peekskill, describing the proposal as indoor cultivation and processing without on-site retail. "They would be doing the grow and processing at 1698 Main Street in Peekskill, but all of their retail sales would be limited to a shop in... Sleepy Hollow," Carol said, and she clarified the facility would be about 3,600 square feet on the second floor with roughly 1,200 square feet dedicated to cultivation.
Councilmembers said they want clear, enforceable plans for odor mitigation, security procedures, loading/unloading and tenant notification. One councilmember asked that freight elevator use be required for deliveries and loading to avoid conflicts with children’s programs and a pasta shop in the building. Carol recommended referring the application to the planning commission for review and scheduling a council public hearing in October; the council agreed to submit and refer the matter and to hold the hearing once the planning commission report is complete.
Council discussion also touched on whether the applicant might voluntarily contribute to community programs (not required by state law) and on limiting any future retail use at the site. Staff said the owner would present full security, odor-control and operation plans at the public hearing.
