Commissioners approve $2.5 million CDBG‑DR package for Mountain Projects housing development

The Haywood County Board of Commissioners unanimously approved a developer agreement with Mountain Projects and a budget ordinance allocating $2,497,828 of HUD Community Development Block Grant disaster‑recovery (CDBG‑DR) funding administered through the North Carolina Office of Recovery and Resiliency.
Community and Economic Development Manager Hannah White told commissioners the project will primarily fund infrastructure and between nine and 18 units, all targeted to low‑to‑moderate‑income (LMI) households. White said the county can use the CDBG‑DR funds to complete a full site plan and the required environmental review, and that Mountain Projects’ board approved the updated developer agreement in mid‑June.
White noted other funding sources for the overall project include local donors and the USDA self‑help housing program, which provides sweat‑equity construction and administrative support. "All the units go to your LMI households," White said, and any lots not developed with houses must still be deeded to LMI households under the agreement.
Commissioners expressed support for the partnership and compared Mountain Projects’ output favorably to Habitat for Humanity. A motion to approve the agreement, budget ordinance and authorization for the county manager to execute related documents was moved, seconded and approved unanimously.
