Board asks for fence alternatives, samples and clearer plans for 38 North Division outdoor dining

Architect Marco Manjra, representing 38 North Division and Whiskey River, presented a proposal to create an outdoor dining area behind the building that would require excavation, a prefabricated Ready Rock retaining wall, a steel pergola with canvas shade, plantings, pavers, and safety features including a timber guardrail and a fence along the top of the retaining wall.

Marco Manjra introduced himself in the meeting as “Marco Manjra, architect representing 38 North Division, Whiskey River,” and explained the plan to “put a retaining wall in” using a product called Ready Rock and to wrap the top of the wall with a planting bed. He said lighting sconces would be mounted to the building and that one tree originally slated for removal would remain. Manjra noted the retaining wall product comes in several finishes, including a limestone aesthetic.

Board members probed visibility and materials. One committee member asked why a chain-link fence was proposed and whether the design guidelines discourage “modern fencing materials.” Staff and the applicant said the fence was intended for safety and could be black chain link screened by plantings, while one committee member urged exploring alternatives such as black aluminum that resembles wrought iron to better match historic appearances. The committee also requested clearer site plans showing vantage points from the public way, material samples for pavers and fabric, and more detailed specifications for the fence, pergola attachment and retaining wall color options.

The board recommended that the applicant meet with planning staff and return in September with revised materials and options. Staff confirmed 41 North Division is an outstanding application and will return at the September board meeting.
