Kerman council adopts mitigated negative declaration, approves general plan amendment for ~88.9-acre project

At its April 22 meeting, the Kerman City Council concluded a public hearing on a package of land-use actions covering five parcels totaling about 88.93 acres and adopted a Mitigated Negative Declaration (ENV 2025-02).
The council approved General Plan Amendment 2025-01 to change land-use designations on three assessor parcels (025-130-48, 025-130-47, 025-130-60S) shifting approximately 29 to 31 acres to Medium Density Residential (MDR) and approximately 24 to 21 acres to General Commercial (GC). The staff recommendation also included introducing, by title only, an ordinance to pre-zone the five parcels so the Official Zoning Map matches the proposed General Plan land-use designations.
Precision Civil Engineering's Jenna Chilingerian provided a brief presentation to the council. Council members asked clarifying questions and heard comments from Michael Chaney and Brent McCaffrey during the public portion of the hearing. The public hearing opened at 6:31 p.m. and closed at 7:04 p.m.
A motion to adopt the MND and approve the General Plan amendment was made by Councilmember Herrera, seconded by Councilmember Hall, and passed 4-0-0-1 (Ayes: Herrera, Hall, Dhaliwal, Yep; Absent: Pacheco). The council also moved to introduce the zoning ordinance by title only as part of the package.
