Deputy county manager Chris Boyd told commissioners that four bids were received for Raccoon Creek Backpark site work and that Appalachian Site Work was the lowest responsive responsible bidder at $1,326,391.50. The scope includes asphalt, concrete, pavilion with restrooms, utility connections, grading, bio-retention work and fire-hydrant construction; playground equipment is excluded and will be procured separately by a specialty vendor.
"There were four bidders on this project. The bids range from 1.3 to 2.3. Appalachian Site Work is the lowest responsive responsible bidder," Boyd said. He told the board he expects mobilization in June and that the work could be finished by late calendar year or spill into early next year. Commissioners praised work done by the parks/reg board and supported moving the project to contract. The board approved the bid award and associated budget amendment by voice vote.
Boyd noted site security improvements already in place and said county staff have seen strong community interest in using the facility once complete. Commissioners emphasized the park's role in providing recreation and potential economic activity from events to the county.
