Rambo said the city previously applied for a WEA grant (discussed as $3,000,000 with a $2,000,000 city match) and that the project has reached about 60% design. To avoid dead‑ending the Frost Court line, staff propose looping the main to Orchard Street; the change requires additional survey and design work. "There's a $12,000 Barton and Lojutis proposal to sign that will, initiate this survey and then put the design stages so we can continue moving beyond that 60%," Rambo said. He added the work would be charged to the grant budget and not to water‑department operating funds.
Council members asked whether the result would improve pressure and water quality; staff said doubling to 8 inches will increase pressure and volume and improve service. Staff will bring a resolution next week authorizing the survey contract.
