Dave Rambo outlined the project background — a multi‑million-dollar sanitary improvement program that included an earlier Environmental Facilities Corporation (EFC) award and later federal funding — and said because federal requirements overlay earlier state documentation, the city must sign a cross‑cutting form certifying compliance with NEPA, SHPO and related reviews. "We just need to satisfy from the city perspective and have the city manager sign that NEPA form for our, grant funding," Rambo said, and requested a resolution next week to allow that signature.
Council members voiced support and staff said the form and supporting documentation (the memo includes roughly 85 pages of materials) are ready for submission once the city manager signs.
