Council considers short-term pier tours as staff studies permitting, dredging and security

Staff asked whether the council would be open to allowing boat operations from Fleishman Pier this fall as a short run rather than waiting for the 2025 RFP.
Matt Rudikoff said operators at a pre-submission meeting expressed interest in running tours in October and that Trinity Cruises might be able to provide one or two boats for a five‑week weekend run. "It would really be a matter of public relations," Rudikoff said, adding that a short season could demonstrate the dock’s operation and test parking and circulation. He and staff cautioned that approvals would be needed for insurance, docking fees or permits, harbor-management agreements and potential dredging; staff indicated an outstanding grant application for a dredging feasibility study and that the Army Corps has been contacted.
Council members expressed enthusiasm but stressed practical issues such as security, mooring, insurance certificates and whether boats could access the channel; staff said they would return with a recommendation and, if feasible, bring the matter back for a Monday vote.
