Peekskill selects Cooper Carry for Highway Garage highest-and-best-use study; city match required

Carol Sammel told the council the city received 12 RFP responses for a highest‑and‑best‑use study of Louisa Street and South Street properties and recommended awarding the work to Cooper Carry, an architecture and planning firm with a New York office.
Sammel said the study is funded by a state reimbursement grant that requires a city match up to $50,000; she said $25,000 is expected from Empire State Development and the city would supply the remaining match (staff said they will approach the IDA for support). "We received 12 responses, which is exciting to see, from a variety of applicants," Sammel said. The study will feed into the city’s comprehensive plan work and help identify development opportunities, constraints and the highest‑and‑best use for the site.
Staff asked the council to allow introduction of a resolution to engage Cooper Carry; council members supported moving the item forward.
