Private donation funds paved loop trail at Brickyard Passive Park; Committee to forward ordinance

City staff told the Committee that a large private donation has made it practical to build a paved loop trail around the park’s largest pond and to connect that loop to a new gravel parking area at the Seville Road access. Public Service Director Matt Hiscock said most of the donation had been received and that the legislation would authorize advertising, receiving bids and, if needed, a supplemental appropriation funded by the donation to construct the paved loop.
Assistant Director Bellack said the contractor already on site to clear trees ahead of the Indiana bat deadline could be leveraged for efficiencies. Staff noted the full loop would not be ADA‑compliant because of grade changes, but Chelley Trailhead and other sections provide more accessible approaches. Fishing will not be permitted in the pond due to water‑quality unknowns and potential contamination.
