Council authorizes participation in regional emergency-management platform (DLAN) through Oct. 2028
Summary
Council authorized the city's participation in DLAN, a regional web-based emergency-management platform used for situational awareness and resource coordination. Staff said participation currently carries no direct city cost while funding is provided by a state homeland-security grant administered through the city of Inglewood.
The Rolling Hills City Council voted to authorize the city manager to enroll Rolling Hills in the DLAN emergency-management platform and implement participation through October 2028.
Staff described DLAN as a centralized, web-based platform for incident documentation, resource requests and situational awareness that neighboring jurisdictions use. Staff said participation currently carries "no direct fiscal impact to the city" because it is supported through a state homeland-security grant administered through the city of Inglewood, with funding anticipated through the 2028 Olympics.
A resident who spoke in favor, Melissa McNabb, said she strongly supports the recommendation and called the platform a "worthy add on" to existing tools. Council members asked whether the city would be contractually obligated if grant funding stopped; staff replied it would not and that council staff would return for direction if grant funding ceased.
The council approved a motion to participate, authorized the city manager to implement enrollment and requested a future status update after staff have operational experience with the platform.
