Council adopts FY 2026-27 budget and sets GANN appropriations limit

The Rolling Hills City Council voted to adopt the fiscal year 2026-27 budget and to set the annual appropriations limit required by state law.
Staff described the budget adoption as the culmination of a process starting in February and noted a modest surplus: "we do have a small surplus of about $95,000," staff said. The council also adopted the appropriations (GANN) limit. Staff explained the GANN limit is a constitutional calculation that applies growth factors for CPI, statewide income and population changes; staff told the council the limit for next year appears as $2,397,144 in the resolution attachment.
Councilmembers asked clarifying questions about how the GANN limit is calculated and why historical base-year figures from the 1970s produce a seemingly large modern limit. Staff walked through the historical factors and noted practically the city's spending will remain well below the computed limit.
The council took separate votes on the two resolutions and approved both with no opposition. The budget becomes effective July 1 as stated in the staff report.
