She told commissioners that plastic and metal barrels commonly used as outdoor dog shelters do not protect animals from heat or freezing weather and asked the county to require shelters built of durable, nonmetallic materials with sufficient insulation and straw bedding. "No plasticmetal barrel structure is permitted," she read from the resolution draft.
Greenwald said the structures must allow an animal to turn around and lie down comfortably and that other counties have moved away from tethering and chain rules; she asked the board to consider incremental changes if a full ban on tethering is premature. The board listened and thanked her; no specific ordinance change was proposed or acted on at the meeting.
