Developer representative McCabe presented the preliminary development plan for the Valentine property and asked council to accept the rezoning concept so staff and the developer can finalize text and a development agreement.
McCabe described roughly 13 acres on one side and about 49 acres on the other, with proposed uses including a 100-bed nursing home, assisted-living units, phased apartments, professional office/medical uses and a daycare/preschool. He said the team has a purchase agreement in place for the nursing home and is working on letters of intent for other users. "The appetite for this is really good," McCabe said of market interest; he added the apartments were downscaled since the last presentation and that some items—like hotel development—are market driven and may not be realistic until later in the decade.
McCabe also highlighted green-space commitments, layered screening and circulation plans to keep buildings set back from the road, proposed bike-trail connectivity through the project, and coordination on architectural design standards going forward. Council members asked whether final site plans would be required for end users and McCabe replied that end users will still need to submit site and zoning plans consistent with PUD text. Staff and the developer plan to return with final text and a development agreement in a later meeting.
