David Kelly, the town's project manager for the facilities master plan, provided the council's third implementation update. He said cost estimates for Concept B and a paramedic facility were updated in December to reflect escalation through 2030, and staff published a fiscal-impact (Election Code) study that informed the council and voters about implementation costs tied to the FORF initiative. Kelly reported RFQs: the affordable-housing RFQ and an architectural/engineering RFQ were released; one SOQ had been submitted for the housing RFQ and multiple SOQs were expected for engineering services by the listed due date.
Kelly explained that the earlier Gantt schedule remains a flexible tool, that environmental review (CEQA) work has been delayed to allow the Citizens Advisory Committee to make recommendations, and that staff will hire subconsultants to inform the CEQA process once scope and sites are clearer. He said the next steps are SOQ review, interviews and bringing recommended professional service agreements back to council for approval.
