Council adopts updated fee schedule after NBS study; changes effective July 1

Staff and consultant Nicole Kasam of NBS presented a condensed summary of a fee study that analyzed fees across administration, planning and building, public works, police and general-plan updates. The consultants estimated the town currently collects about $1.3 million in fee revenue and could recover about $1.6 million if fees were set at full cost-recovery; staff recommended adopting Resolution 2611 to amend the fee schedule with most fees set at or below 100% of cost, with specific exceptions (ADU permits, small design reviews, solar fees capped by state law, and resale inspections) and the addition of a false-alarm fee after three occurrences per calendar year.
Council members complimented staff for the work, a motion to adopt the resolution was made and seconded, and the council approved Resolution 2611 by roll call. The resolution is scheduled to take effect on July 1; staff said the fee study and supporting materials are in the staff report and in the record.
