Council suspended rules, waived the reading and adopted Resolution 30-2026 by voice/poll vote (7 ayes, 0 nays). Councilwoman Jennifer Jansen moved to suspend and later moved to adopt; Jacklyn Bartkowski seconded the adoption motion. The resolution was declared an emergency and will allow staff to pursue the NOACA application on the city's behalf.
