Harvey County sheriff: federal inmate counts below budget assumptions, revenues down

Sheriff Chad Gay told the Board of Commissioners on April 8 that the detention center currently holds 15 federal inmates—short of the roughly 22 per day the county used to budget for. "Fifteen federal inmates are currently in the detention center but the budgeted revenue is based on about twenty-two per day so revenues are down," the minutes state.
Sheriff Gay said some costs have fallen with the lower federal inmate count but that revenue tied to housing federal detainees has declined. He indicated the U.S. Marshals and other agencies have shifted placements in part because neighboring Cowley County has additional capacity and, in the sheriff’s view, better jail conditions. The commission received the department’s March activity statistics in the packet; staff did not propose immediate changes to staffing or budgeting during the meeting but flagged the revenue variance for ongoing monitoring.
