As part of their recommendations the commission asked staff to preserve agricultural and open-space character in a band along Dry Creek and to identify that area in the plan as a Linear Park rather than as a retail or development parcel. Commissioners emphasized preserving view corridors and low-profile development so that entrances into town retain a rural character.
Commissioners also sought clarification on property constraints: staff noted that Alpine Irrigation holds irrigation easements along much of the creek corridor (anecdotally about 10 feet on each side), that easements can limit buildable area and that some parcels behind the art center are city‑owned. Commissioners asked staff to reflect easements and floodplain limits in any recommended legend or land‑use language.
