The Nottoway County Board of Supervisors voted to authorize the sale of roughly 72 acres near the Blackstone Army Airfield to the town of Blackstone for aviation‑specific industrial development.
Town manager Philip Van Norbeck told the board the site is positioned to support manned and unmanned aviation industrial uses and that ownership by the town would make the property eligible for grants from the Virginia Department of Aviation and other state and federal programs. "We are requesting that the board of supervisors consider selling approximately 72 acres to the town of Blackstone for the development specific and only for a manned or unmanned aviation industrial facility," Van Norbeck said in his remarks.
Supervisor [functional_label] moved to approve the sale "pending a survey by the town of Blackstone," citing Tax Parcel 43‑130 and a contract price of $9,000 per acre; the motion was seconded and the board voted in favor. The motion directed the county administrator to complete any and all legal measures necessary to finalize the sale.
County staff said the sale was intended to support a targeted aviation zoning district at the airport and to leverage grant funding that the town, as airport sponsor, is eligible to receive. Board members noted the sale is a first procedural step; after contract execution the town will have a six‑month due‑diligence period before closing. The board authorized the county administrator to proceed with the transactions and related legal steps.
The county packet identifies the parcel and the contract price; the board did not amend the sale price during the meeting. The town of Blackstone and county staff will complete the survey and other due diligence before closing.
