The council opened a public hearing on a proposed boundary change with Draper that would move about 0.45 acres back to Alpine where survey stakes say the municipal line was intended to be.
Planning staff said Draper has already approved its resolution and ordinance and the council’s 60-day waiting period required by state statute has elapsed. Several neighbors told the council they did not want the technical boundary fix to be used later to reopen or amend an established four-lot plat. As one resident said, "If whatever works out great, as long as there's no adjustment to the existing plat of 4 lots." (Tom Watkins)
A surveyor who reviewed historic plats told council members the observed gap results from historic survey techniques and county mapping changes rather than a present-day on-the-ground gap, and that a municipal boundary adjustment does not itself change private parcel ownership: "This has nothing to do with a plat amendment. This is purely just to move the boundary back where it was intended to be." The council asked staff to confirm technical impacts (setbacks, PUEs, utilities) and to bring the item back for formal action after staff clarifies those details and any implications for plat amendments.
