The Harvey County Board of Commissioners recessed into a series of executive sessions during the April 15 meeting. At 10:10 a.m. Commissioner Becky Reimer moved to recess into executive session "to discuss confidential matters pursuant to the exception in Kansas Statute allowing consultation with an attorney to discuss matters deemed privileged in the attorney-client relationship," with the open meeting to resume at 10:32 a.m.; the motion passed unanimously. The board again recessed into attorney-client privileged executive session at 10:32 a.m. and later recessed at 10:40 a.m. into executive session for non-elected personnel matters, with an open-meeting resumption recorded at 11:00 a.m.
Meeting minutes list attendees for each executive session as the commissioners, county administration staff and the county counselor (and in one session an additional staff member, Heidi Huber). The minutes record motions and times but do not disclose privileged or confidential details discussed in closed session, consistent with Kansas statutory exceptions for attorney-client consultation and personnel matters.
