The Harvey County Board of Commissioners voted unanimously April 15 to authorize the Department on Aging to submit multiple Older Americans Act (OAA) grant applications to the Central Plains Area Agency on Aging totaling $63,368 for fiscal year 2026. Lona Kelly, Department on Aging Director, described program proposals including Information & Assistance, evidence-based prevention classes such as "A Matter of Balance," caregiver information and respite services, and public information activities.
Commissioner Becky Reimer said she had been contacted by a local provider who worried that government-funded programs might compete with private businesses. Lona Kelly responded: "operations and services offered by her department do not compete with fee for service providers." The board authorized the department to apply and authorized the Assistant County Administrator to sign the applications.
The packet included program-level details (anticipated units, target populations and budgets) for multiple OAA Title III programs: Information & Assistance (anticipated 4,000 served in the three-county service area), Title III-D fall-prevention classes (e.g., "A Matter of Balance"), Title III-E caregiver assistance and respite proposals. If funded, some programs will require local match and coordination with the Central Plains Area Agency on Aging (CPAAA).
