The Harvey County Board of Commissioners voted unanimously April 15 to accept a bid from Dondlinger and Sons Construction for the Runway 8–26 reconstruction at the Newton City–County Airport and to authorize city staff to submit a federal AIP grant application, subject to FAA approval. County officials recorded the county's local share of the project at $283,378.50 — half of the $570,757 local match — to be paid from the Capital Improvement Fund.
Airport Manager Brian Palmer told commissioners the county received one conforming bid and that "the bid has been reviewed and is found to be in concurrence with FAA requirements." Palmer said construction should begin by the end of July and that the airport's main runway is expected to be closed for about 30 days beginning in mid-October to accommodate work. Contracts with the contractor and for construction administration will be executed only after receipt of a grant offer from the FAA.
Commissioners recorded the vote as unanimous on the motion to approve the bid and authorize grant submission. The agenda packet noted the county's share exceeds the original project estimate and that the additional county cost is expected to be paid from the Capital Improvement Fund.
The action moves a federally funded capital reconstruction project into the procurement and grant-application phase; pending FAA approval, construction and airfield closures will be scheduled and announced through airport and county communications.
