Board awards $1.43 million Duck Lake Road contract to Copenhaver Construction

The Board of Lincoln County Commissioners voted on June 15, 2026, to award the Duck Lake Road CRP No. G-1050 (RAP Project No. 27-22-1270) to Copenhaver Construction, Inc., with the bid recorded at $1,426,799.80. The award was made following a presentation from Public Works Director Dave Orvis and County Engineer James Wege and was entered as Commissioner’s Order 2026-10.
The board also considered Solid Waste Director Greg Holmes’ request and, by Road Resolution 2728R, authorized waiving competitive bidding to allow a rental-purchase agreement for a heavy-haul tractor used by Solid Waste. Commissioner Gilchrist asked whether staff had consulted the Auditor and Prosecuting Attorney to verify sole-source requirements; the Public Works representative said they had not completed those consultations but believed documentation supported the waiver. The board authorized the chairman to sign Local Programs authorizations for three bridge projects if received prior to July 3, 2026.
The motions were recorded as unanimous. The minutes list the contract amount ($1,426,799.80) and the Road Resolution number (2728R); procurement documentation and the rental-purchase agreement are not included in the minutes and will require subsequent signature and contract files for public inspection.
