Lincoln County declares state of emergency after May 28–29 storms

The Board of Lincoln County Commissioners declared a state of emergency effective May 28, 2026, after severe thunderstorms on May 28 and May 29 produced hail, extreme rain and washouts that damaged county roads and infrastructure in Odessa and Davenport.
County Road Operations Manager Dave Sanford reported that Odessa was most affected on May 28 and Davenport on May 29, describing multiple washouts and infrastructure impacts that prompted the board to authorize a resolution to be signed out of session. By unanimous vote the board adopted Resolution 2026-18 declaring a State of Emergency to remain in effect until related emergency response and recovery activities are completed.
County Engineer James Wege and Road Operations staff are to document damage and pursue response steps under the declaration; the board noted the declaration will facilitate county recovery work and may enable state or federal assistance. The board did not record any opposition to the motion. The resolution takes effect May 28, 2026, and remains in force until emergency response and recovery activities conclude.
