Board approves airport safety overlay to limit building heights near county airports

The Nottoway County Board of Supervisors voted to approve an airport safety overlay that adds a zoning district with height, setback and glare restrictions intended to protect county airports.
Chair (the meeting's presiding officer) said the purpose was “to protect our airports” and described the overlay as preventing “a tall building next to an airport” that could limit airport operations. Planning staff Greg told the board the text reflects current state language and that the planning commission approved the measure with no conditions.
The board opened and closed a public hearing with no members of the public speaking. After a motion and second, the chair called the vote and recorded the measure as approved, 5–0. No amendments were requested during the board discussion.
The change will be incorporated both into the county code and the zoning ordinance so the two documents “reflect the same things,” Greg said. Staff said the overlay sets standards for building height, setbacks and visual obstructions to reduce glare and other hazards near aviation facilities.
What happens next: staff will include the overlay language in the consolidated code and zoning ordinance, and the planning commission will take up any subsequent site-specific applications under the new overlay.
