The Planning Commission voted to recommend approval to the Common Council for a special permit for a micro cannabis cultivation and processing micro‑business at 1698 Main Street. Architect Marco Mandra and co‑applicants described a closed‑loop hydroponic cultivation system, multiple security vestibules, controlled access, 24/7 camera monitoring and double carbon filtration on ventilation discharge to mitigate odors.
Commission members pressed the applicants on odor control, deliveries, electrical load, waste handling, and neighboring uses (a boxing facility that serves children occupies the same building). Co‑owner Matthew Nicoletti and operations lead Nate explained plans for redundant odor controls — recirculation, double carbon filters and sealed ducting — and said deliveries would be infrequent and handled through a secure loading dock. The commission declared the proposed action Type II under SEQR/SEEKER, and voted to issue a positive recommendation to the Common Council while requesting follow‑up details on the security and odor systems and consideration of locally focused community benefits and hiring.
