The commission approved an amended final site plan for 529 Highland Avenue (the Sinclair convenience store) to allow limited hot‑food preparation, but attached a set of conditions intended to address circulation, parking and pedestrian safety at a site commissioners said had unfinished elements from an earlier 2021 approval.
Applicant representative Kevin Munene and co‑owner Waleed explained the planned carryout would primarily offer ready‑made hot items on a shelf rather than made‑to‑order cooking. Staff told the commission code requires an additional parking space when cooking equipment is added, and the board can allow joint use of pump spaces in limited cases. Commissioners and several residents raised concerns that the previously approved planters and landscaping were not yet installed, that cars frequently straddle the sidewalk at the site, and that dumpsters currently occupy spaces. The commission therefore made approval conditional on completing the previously approved landscaping and striping, installing curb stops or a physical restraint at the rear parking edge, removing or relocating dumpsters from customer spaces, and requiring that the grill not be operated until Department of Health sign‑off and final building CFO had been issued. The commission also strengthened a staff recommended policy by asking that employees be required (not only encouraged) to park off‑site where feasible to free customer parking.
