The council approved a consulting-services agreement with Good City Company (partnering with Van Meter Williams Pollock) for the preparation of objective design standards and related public engagement, in an amount not to exceed $250,000.
Planning staff described the work as focused on objective standards for 1–4 unit residential buildings to comply with state requirements that permit ministerial review under objective criteria. "Good City Company... will serve as project manager," planning staff said, noting the firm was top-ranked by an ad hoc review committee and will lead public engagement, stakeholder interviews and drafting work. Council members asked about how the standards would apply to remodels versus new construction and about balancing aesthetics with affordability; staff said the standards would apply mainly to applications that create new housing units and that they would use stakeholder outreach to refine details.
Council moved, seconded and approved the agreement unanimously; staff will next develop a curated list of permitted commercial uses and accompanying performance standards for Zone D as a related planning step.
