County hears support for warming center, rotating safe parking expansion to aid unhoused residents

Representatives from Community Action Partnership (CAPSLO), ECHO and the county housing authority described upcoming expansions of homelessness services to the Board, urging approval of related consent items. "We plan to have up to 20 cots at the Morro Bay location" and to double the county's safe-parking capacity to 24 spots in a rotating pilot, CAPSLO director Jack Leahy said, adding they expect to serve at least 84 households and aim for over 50% housing outcomes.
Michelle Pedigo, executive director of the Housing Authority, and Tricia Bassi Boas (ECHO) highlighted the role of CDBG and Homekey funding in renovating properties used for supportive housing and warming centers and credited partnerships with nonprofits and the faith community for program success. "Without this funding, it would not be what it is today," Pedigo said of the Paso Robles Homekey renovation. Supervisors praised the partnerships and data showing placements to date (ECHO reported 281 individuals or children housed so far this year in North County), and the board expressed support for using allocated funds to expand regional services.
