The Randolph County Commission conducted a hand count of Precinct 165 after Administrative Assistant Melinda Lott drew that precinct for manual tabulation. Melinda Lott read results while Shawn Ferguson and James Ramsey tallied one set of ballots; Commissioner Chris Siler read results while Commissioners David Kesling and Chris See tallied another set. The hand count did not change the totals and the commission determined the machines had tabulated correctly.
Following the hand count, Commissioner Kesling moved to declare the results at 1:56 p.m. — a motion that passed unanimously and, according to County Clerk Brenda Wiseman, began the 48-hour period during which a recount can be requested. The commission recessed pending any recount activity and later reconvened on Nov. 21 to certify the Nov. 5 election results.
