Staff confirmed the property line is about two feet from the sidewalk and that the proposed fence would sit within the owner’s property.
Several commissioners said the fence improves safety and integrates with the block’s existing pattern of front fences. Chair Justin Zucker said he could not support the application because he did not believe it "comports with our design guidelines" that generally discourage enclosure of front yards, but a majority disagreed and adopted findings citing CEQA exemption and conformity with design criteria. The motion passed by roll call (majority yes, one recorded no vote).
