Board cuts some cannabis fees, shifts compliance work away from sworn deputies; refunds promised to recent payers

San Luis Obispo County supervisors voted Sept. 9 to adopt amendments to the sheriff's cannabis-fee schedule that staff said reflect recent operational and budget changes in the Sheriff's Office.

Jessica Landreth of the Sheriff's Office told the board the cannabis compliance team was restructured to remove sworn staff and reduce net full-time equivalents, shifting some activities to civilian resource-protection specialists and a planner. "The vendor will perform the [background] checks, but our office retains full authority and responsibility for reviewing the results and making the approval decisions," Landreth said. The ordinance also lowers certain flat violation fees to reflect an administrative process and states that when additional enforcement (for example, abatement requiring sworn staff) is needed the sheriff will seek full cost recovery through real-time billing to the responsible party rather than build those unpredictable costs into the flat fee schedule.

Several licensed cultivators spoke during public comment, telling the board the county's cannabis industry is under severe economic stress and asking for deeper structural changes. "Wholesale prices have dropped over 50% since 2021," said Austin Canelo (Slow Cal Roots); others described cash-flow challenges created by the timing of fee collection and prior increases. The sheriff's office said operators who paid the older, higher fees this fiscal year will be refunded the difference.

Supervisor Gibson moved staff's recommendation and the board approved the ordinance on a unanimous roll call. Board members and industry speakers also discussed longer-term options, including potentially shifting cannabis oversight into the agricultural commissioner or integrating cannabis inspections with existing code- or planning-enforcement teams.
