Supervisors approve contracts to replace county financial and HR system; staff to report metrics

San Luis Obispo County supervisors voted unanimously Sept. 9 to begin replacing the county's aging enterprise resource planning (ERP) system, approving staff-recommended contracts and delegations to start implementation.

Auditor-Controller Jim Hamilton told the board the procurement followed an extensive RFP and demonstration process and recommended a "best-of-breed" suite led by Workday with Cognizant as implementer. "We got a lot of feedback from across the board," Hamilton said, describing vendor demonstrations observed by more than 200 county staff. Information-technology director Daniel Melee said the county expects an ambitious, roughly 17-month implementation and asked the board to approve the contracts so the project can proceed.

Staff presented a high-level cost summary and said the contracts before the board are budgeted. Hamilton and Melee told supervisors that, as the implementation team refined project scope and change-management needs, they identified further costs (staff backfill and some implementation needs) that could total around $17 million and would be proposed through regular budget cycles. "Everything that's being requested for approval today is already budgeted," Hamilton said, while noting additional funding needs will be addressed later.

Board members pressed staff on accountability and measures of success. Supervisor Paulding asked how the county will track cost benefits and efficiencies the system is expected to deliver; IT and HR staff said the county will build performance metrics, nominate county trainers and include the ERP project as a standing item in quarterly financial reports. Lisa Howe, Administrative Office, described a planned public "transparency portal" to let residents see real-time budget and program-level information.

Supervisor Moreno moved approval of the six staff recommendations; the motion passed on a unanimous roll call. Staff said hard-line implementation steps include a single go-live for multiple modules (a "big bang" approach), extensive county-led training, and ongoing vendor support. The board directed staff to return with regular updates as part of quarterly financial reporting.
