Board renews CBID and directs independent survey of assessed lodging owners

Tessa Cornejo (Administrative Office liaison, speaker 25) summarized recent branding ("Just Coast"/Highway 1 efforts), local grant examples and the district’s finances. She reported that the combined business protest so far was ~8.17645%, well below the 50% threshold that would block renewal.
Board members raised two recurring concerns: (1) the amount of county staff time spent administering the district and whether cost recovery is being achieved; and (2) whether assessed properties — especially hotels and vacation rentals that fund most of the assessment — have sufficient input on how funds are allocated between district marketing and local improvements. Supervisor Paulding asked staff to pursue cost recovery options; Supervisor Ortiz Lake and others urged a survey to get a clear sense of owner priorities.
The board voted to renew the CBID and passed a motion directing staff to develop and conduct a professionally administered survey of properties that pay the assessment, to be funded from CBID funds. The motion also directed staff to continue efforts to pursue full cost recovery for county administrative work associated with the CBID.
