Union City Council removes lien, approves canoe launch contract and funds seven Renaissance grants

Union City Borough Council met Aug. 27 at First Global Methodist Church and unanimously approved several routine actions, including removing a Borough lien on a property donated to the Erie County Landbank, awarding a contract for a canoe/kayak launch at the American Legion ball field, and approving seven Renaissance grant applications. Borough Manager Cindy Wells presented the items and recommended the grant approvals as a tool to fight blight.
Council moved to remove "the lien against 121 East High Street for the full amount, approximately $2,690," and to accept the lower quote of "$16,679.00 from Construction Services of PA for the installation of the canoe/kayak launch" pending receipt of an easement from the American Legion. The Renaissance grants covered $60,606 in project requests and requested $23,600 in funding against $90,547.35 available in the program. All motions carried unanimously. The council also passed a resolution accepting the Erie Area Council of Governments (EACOG) audit that had been reviewed and accepted by COG members.
The actions are procedural authorizations: the lien removal request was made by the Erie County Landbank, the canoe/kayak project was awarded because its quotes were below the $23,200 threshold that would have triggered formal bidding, and the Renaissance awards allocate existing program funds to property-improvement projects. Council set no additional conditions beyond the stated easement requirement for the canoe/kayak contract.
The next regular council meeting was announced for Sept. 16 at 6:30 p.m. and will include a public hearing on a zoning-ordinance amendment and a future vote on changes to the parking ordinance.
