Council approved a retroactive easement with Anthony Hickey for work at 104 East High Street related to a PennDOT-installed catch basin. Under the agreement the borough will install and accept responsibility for two catch basins and roughly 60 feet of pipe between them; the property owner will dig and maintain a ditch and install the connecting pipe between the PennDOT basin and the borough basin.
Councilor Osborn moved the retroactive easement and Councilor Kerns seconded; the motion carried unanimously. Solicitor Tim Wachter will prepare the easement agreement spelling out the property-owner responsibilities for the ditch and the borough’s responsibility for the two basins and the pipe segment.
