The legislature approved a budget adjustment to accept opioid-settlement funds for a county program that provides intensive housing, peer support and wraparound case management for people experiencing homelessness and substance use challenges. Health Department staff explained that the program serves a relatively small number of very high-need clients but provides intensive supports: since the program's start it has served 28 clients, with an earlier eight-month window serving 10 clients; the average time from referral to placement in housing was five days and six clients have graduated into permanent housing.
Health staff said some of the funding in this packet includes city contributions; this program operates under county oversight but includes a local-government-unit grant mix. Health staff described the intensity and long-term nature of services and said that, given that model, the client counts and dollars were appropriate for the services provided. Legislators voted unanimously to accept the funds and adopt the budget adjustment.
