County seeks $50,000 CDBG planning grant for housing strategy and septic replacement

David West, Housing and Community Development Director, opened the second public hearing saying the county is preparing multiple applications to the New York State Office of Community Renewal, including a $50,000 HUD CDBG planning grant to update the county housing strategy that expires this year. West told the legislature: "1 of them through planning and sustainability is for $50,000 in HUD funds that would go towards a community planning project that would update our housing strategy, which expires this year."
A representative from INHS (Delia Yarrow) said her organization has been working with the health department on a 2025 application to support well- and septic-system replacement and that recent changes to federal or state environmental-review rules had delayed ground-disturbing projects. She explained her team and consultants believe they have a path to begin environmental review earlier to shorten timelines if awarded CDBG funds. The public hearing closed after residents raised concerns about access to grants and follow-through in prior programs; staff said additional outreach and detailed program pages will be available during the budget and program hearings.
