Life Plan Humboldt raises pedestrian-safety concerns for Hiller Road design

Ann Lindsay of Life Plan Humboldt spoke during public comment about the timing of resident moves and the need for safe pedestrian crossings on Hiller Road. Lindsay said the project’s Phase 1 will bring about 150–200 older residents to the north side and pressed for timely crossing improvements: “Phase 1: 121 units; RCH will build 50 residences for income-qualified seniors,” she reported, and emphasized concern for crossings near Nursery Way and the Midtown Trail.
Public Works Director Tom Mattson described the Hiller Road design as an 80-foot right-of-way with two travel lanes, sidewalks on both sides, a Class 1 bike trail on the north side, and medians, and noted lighted crossing grants are available every two years at 90% funding. Supervisor Madrone suggested exploring an in-lieu fee mechanism to consolidate developer contributions, and CAT was asked to follow up on the in-lieu fee concept while MMAC will address reimagining the Bridle Trail along Central Avenue.
