Mattson walked members through road classifications—county-maintained, public non‑county‑maintained, and private—and explained Permanent Road Divisions (PRDs) as a funding tool: PRD assessments appear on property tax bills and fund recurring surface treatments on a set cycle. He said the county uses Street Saver software to prioritize projects by pavement condition, funding, and average daily traffic. Members discussed PRD implications for subdivisions that never formed PRDs and a county GIS effort under Measure O to improve the road map.
