Committee members and transit staff described the FTA application steps and how funds are apportioned to county-administered mobility-management work and to transit operators.
During discussion Frank Daldo (mobility/transit lead) described recent service improvements and administrative oversight, saying, "TCAT has had a 360 degree turnaround from a year ago," and outlined the federal review and execution timeline. Legislators probed whether $725,000 that will be used for county mobility-management activities reduces direct operating dollars that would otherwise go to TCAT; one legislator warned that "$400,000 could fund 2 or 3 rural routes for a year." Staff said programs were procured by RFP and that measurement metrics will be presented to the Finance/Infrastructure committee and to the legislature for evaluation.
Resolutions authorizing the county-level application and matching commitments for TCAT and Gadabout passed without opposition; staff said any future reallocation would require FTA concurrence and could delay drawdowns until early 2026. Legislators asked staff to present performance metrics and program milestones to committees so future budget decisions can be informed by documented outcomes.
