County to apply for Emergency Solutions Grant; Safe Harbor shelter added to annual action plan

Mikayla Kitchen, representing the Cumberland County Redevelopment Authority, told the commissioners the county will submit an Emergency Solutions Grant application to the Pennsylvania Department of Community and Economic Development (DCED) that would fund emergency shelter, rapid rehousing, street outreach, homelessness prevention, HMIS and administrative costs. She named five prospective subrecipients: Safe Harbor, Community Cares, Domestic Violence Services of Cumberland and Perry Counties, Pivot Forward Properties, and Beehive Affordable Housing Outreach.
Kitchen said these subrecipients would be included in the application and asked the board to approve moving forward; commissioners voted to approve the application. The board also approved an addendum to the county's 2026 annual action plan to add emergency shelter operations at Safe Harbor's James Wilson shelter, a change Councilors said was necessary to ensure the shelter's operations are eligible for the recommended funding.
