Staff described the scope as a town-funded "betterment" that would extend from the DOT shed near the Yadkin River Bridge up to the Highland Park Tank and connect to Broadway Water Association, and said the work includes twin pumps at the Speedway Road pump station. Staff also noted the $321,000 figure is an estimate required for DOT contracting and that the town has agreed to pay the difference between an 8‑inch and a 12‑inch pipe. "So if it does come in over the 321,000, we are still once we sign this, we are still, have agreed to whatever that amount is going to be," Staff member said, stressing the town’s limited ability to require final DOT bid approval.
Next steps: staff will coordinate with DOT and Broadway Water Association on contract execution and will report back if bids materially exceed the estimate.
