During discussion of the SRSD–CMSA management agreement on Jan. 21, 2026, several Ross Valley Sanitary District Board members raised an alternative proposal: that the three JPA member agencies consider consolidation under a single organization headquartered at 1111 Andersen Drive. Board members discussed inviting board members from the other agencies to join a conversation to explore the idea.
Public comment during the discussion included a question about whether consolidation might have changed outcomes during recent flooding in Marin County. District General Manager Steve Moore said consolidation of the three JPA member agencies could lead to increased operational efficiency. The minutes record public support for consolidation “in concept” alongside concerns about the current contract being considered at CMSA.
